Paul's Two Ministries Explained
When Jesus Christ appeared to Paul in a "heavenly vision," He revealed that Paul would be a minister of two things: what he had already seen and things that would be revealed to him later.
1. The Ministry of "My Gospel" (Apostle to All Men)
- What it was: This was the preaching of the cross and the gospel of the grace of God.
- To whom: It was sent to "every creature who is under heaven," specifically directed to both Jews and Gentiles.
- Purpose: To testify that through Jesus Christ, anyone who believes receives the forgiveness of sins and is justified in a way the Law of Moses could never achieve. During this stage, Paul's pattern was to go to the Jew first; if they rejected the message, he turned to the Gentiles.
2. The Ministry of "The Mystery" (Prisoner for the Body of Christ)
- What it was: This was the revelation of the mystery—a plan that God had hidden since the world began but revealed through Paul to "fulfill the word of God".
- To whom: This ministry was specifically for the Body of Christ, which is the Church.
- Purpose: To reveal Christ’s current position in the heavenly places and the truth about the new spiritual "body" God is creating in His Son.
The Reason for Two Ministries and the Transition
The reason for these two distinct phases was a progressive transition recorded in the Book of Acts.
- The Transition: The ministry shifted from Jerusalem (centered on Peter and the 11) to Rome (centered on Paul).
- When it Changed: While Paul preached grace from the beginning, he began to fully reveal the mystery after he was taken prisoner. His titles reflect this: as an Apostle, he was sent to preach the gospel; as a Prisoner, he revealed the mystery.
- The Final Shift: The definitive change occurred at the end of Acts (Chapter 28). Because the nation of Israel as a whole hardened their hearts and refused to be converted, Paul declared that the salvation of God was now sent directly to the Gentiles, who would hear it.
One Banner of Grace
Although there were two ministries, they were not for two different groups of people. Every word Paul taught was a dispensation of the grace of God. Whether he was preaching the "gospel of the cross" to save a sinner or the "mystery" to build up the Church, both were part of God’s eternal purpose to bring believers into a heavenly calling and an inheritance in Christ. Paul remained a "grace preacher" throughout his entire life.
